Washington, May 1, 2001 - The House Energy and Commerce Subcommittee on Energy and Air Quality held a hearing on legislation to assist California with the exorbitant prices and blackouts that it has experienced.  Rep. Waxman states that despite the intent to help California, the legislation is fundamentally flawed, and will do far more harm than good.
