President May Have Known of Constitutional Defect Before Bill Signing
Rep. Waxman has written to the President to advise him that leading legal scholars believe the Budget Reconciliation Act may not be valid because the version signed into law differed from the version that passed the House of Representatives. Rep. Waxman has joined other members of the House Committee on Government Reform to introduce a Resolution of Inquiry directing the President to submit to Congress all documents relating to the issue.
