Introduction

National Family Caregiver Support Act of 1999

Today, dutiful children and caring spouses are providing the equivalent of $200 billion in direct care to their older or ailing relatives.

With the population aging and a natural desire to care for relatives at home, it is increasingly important that family caregivers receive assistance. H.R. 1341, "The National Family Caregiver Support Act of 1999" would provide such assistance by building on existing, successful efforts by States and community organizations.

On January 4, 1999, President Clinton, joined by First Lady Hillary Rodham Clinton, Vice President Al Gore, and Tipper Gore, unveiled a four-part initiative to support Americans of all ages with long-term care needs and the millions of family members who care for them.

Letter from HHS Secretary Donna Shalala
On January 15, 1999, HHS Secretary Shalala transmitted to the Speaker of the House of Representatives and to the President of the Senate a letter requesting consideration of the Administration on Aging's National Family Caregiver Support Program, which would amend the Older Americans Act to authorize an important program for families who care for older relatives with chronic illnesses or disabilities.

The Administration on Aging (AoA) is the primary agency of the Department of Health and Human Services responsible for serving the health and welfare needs of the Nation's 43 million older Americans.
